The paperwork, done in the background
You don’t have to think about it — but every Welsh accommodation provider now has rules to follow: registration with the Welsh Revenue Authority by 31 March 2027, the 182-night letting test for self-catering business rates, and visitor levy records if Gwynedd ever adopts the levy. What the law asks of every Welsh provider
1. Register
All Welsh providers — cottages, apartments, lodges, caravans, glamping, B&Bs, hotels, campsites, even the occasional let of your own home — must register with the WRA from 1 October 2026, levy or no levy. Existing providers have until 31 March 2027. Penalties start at £100 per premises and rise to £1,400 if it’s still not done once the WRA has been in touch. Registration itself is free; we send you step-by-step instructions and reminders so it never slips.
2. Keep records
Where a levy applies you must record guests, nights, dates, exempt children and levy due for every stay — and keep those records for six years. Spreadsheets break. QR Welcome records it automatically as bookings arrive.
3. File & pay
Returns go to the WRA with the levy you have collected. The rules on which bookings count are genuinely fiddly — booked-on dates decide liability. QR Welcome works it out per booking and exports a return-ready summary in one click.

Common questions
Is my WiFi password safe on a web page?
Yes — your public listing shows no private information at all. The welcome page (WiFi, house notes) only opens from the QR code inside your property or a unique per-booking link that expires when the stay ends. You can reset every link in one tap from your dashboard, and make a new QR code whenever you like — print the new card in seconds.
Do you store my guests’ personal details?
No — and that’s deliberate. QR Welcome records counts and dates only: how many adults, how many children, which nights. The law needs numbers, not names.
Do I need to be on the Llŷn Peninsula to use QR Welcome?
No. The welcome page, booking import and the paperwork tools work for any Welsh accommodation provider, wherever you’re based. The live local guide, events and the Stay map are richest on the Llŷn, because that’s what llyn.live covers — but you’re welcome to join from anywhere in Wales.
When do I have to register by?
Registration with the Welsh Revenue Authority opened on 1 October 2026. If you were already letting before then, you have until 31 March 2027. It is a legal requirement for every accommodation provider in Wales, and the WRA can penalise providers who don’t register. Registering costs nothing and takes minutes — the real risk is simply forgetting during a busy season. QR Welcome’s checklist and reminder emails exist specifically so that doesn’t happen to you.
Does the visitor levy apply in Gwynedd yet?
Not yet, and there is no start date. Cyngor Gwynedd consulted over the summer of 2026 and, after more than 6,800 responses, postponed its decision in September. If the council does adopt the levy it must give at least 12 months’ notice, so the earliest it could start in Gwynedd is October 2027. WRA registration is separate: it applies to the whole of Wales whatever Gwynedd decides, and it is open now — that part is not optional.
Is more regulation on the way?
Yes. The Senedd has passed a law for a licensing scheme for visitor accommodation, starting with self-catering properties and expected around 2029. To get a licence, owners will need to show gas and electrical safety certificates, carbon monoxide alarms, public liability insurance and a fire risk assessment. What is the “WRA Registered” badge, and what happens to my details?
Once you register, the WRA issues you a unique registration number — that’s what powers the “WRA Registered” badge on your QR Welcome listing. A limited set of details becomes publicly searchable (your registration number, address, accommodation type and capacity), but personal details like your phone number, email and date of birth are never published. You must also update your registration within 30 days if anything changes — QR Welcome’s dashboard is where you’d update your listing anyway, so it’s one less thing to track separately.
Won’t Airbnb handle this for me?
No. Legal responsibility for registering, keeping records and paying the levy sits with you, the provider — Welsh Government guidance is explicit that you cannot rely on a third party. Platforms may help collect money from guests, but they don’t file your return, track your direct bookings, or keep your six-year records.
How much is the levy?
£1.30 per person per night for cottages, B&Bs, hotels and caravans; 75p per person per night for tent pitches and shared rooms (caravan and motorhome pitches are the £1.30 rate), where under-18s are exempt. Rates are set nationally and only apply where a council adopts the levy.

What the Wales Visitor Levy means for you
If Cyngor Gwynedd adopts it, a small nightly levy will be added to overnight stays here — usually less than the price of a coffee, per person, per night. It’s a Welsh Government scheme, not something individual businesses choose to charge, and the money stays local: coastal path upkeep, public toilets, parking, lifeguard cover — the everyday things a small peninsula with a big summer population leans on hard.
